
The government prioritises policies on the improvement of public agency structures for the country’s development in short, medium, and long terms; the strengthening of the economic and social systems; the increase of the ability to compete with other countries; equipping the workforce with skills and capabilities; and the enhancement of citizens’ quality of life. To achieve these goals, developments based on science, research and innovation are required. For this reason, the government must integrate the higher education system with the Science, Research and Innovation (SRI) system.

To strengthen the economic and social systems; to increase the ability to compete with other countries; to equip the workforce with skills and capabilities; and enhance citizens’ quality of life, developments based on science, research and innovation are required. And, to efficiently support these developments, the government must integrate the higher education system with the SRI system to meet requirements and ensure alignment to reduce redundancy and facilitate evident utilisation. Thus, the National Higher Education Science Research and Innovation Policy Council was founded to be responsible for providing policies, strategic plans, higher education plans, and science, research and innovation plans to ensure unified and systematic coordination, as well as allocating budget and overseeing performance evaluation for appropriate and efficient operations
At the same time, Thailand Science Research and Innovation (TSRI) was founded to ensure effective application of the strategic policies and plans for science, research, and innovation, as well as efficient monitoring and evaluation operation. TSRI aims to promote, support, and advance the national research and innovation system in science, technologies, social sciences, humanities, and interdisciplinary fields. These will help create a body of knowledge; develop public policies; and promote the applications of research and innovation for utilisation in the economy and society for balanced and sustainable developments. TSRI does not conduct research by itself.
TSRI is a government agency with legal person status. It is neither a part of the civil service, according to the rules for public administration of the state, nor a government enterprise, according to budgetary procedure legislation and other legislation.
